Coastal Engineer

We are proud to have Dr. Masood Hajali serve as Coastal Engineering Advisor to the Beach Recovery team. A nationally recognized expert in structural and civil engineering, Dr. Hajali brings critical insight and precision engineering to our shoreline restoration efforts.

Dr. Hajali holds a Ph.D. in Civil Engineering from Florida International University, where he contributed pioneering research in structural analysis and infrastructure resilience. His technical proficiencies include:

• Finite Element Modeling (FEM)
• Fracture Mechanics and Failure Analysis
• Coastal Structural Design
• Stress and Load Path Optimization
• Infrastructure Rehabilitation and Resilience Planning

Before joining Beach Recovery, Dr. Hajali served as Senior Structural Engineer at Pure Technologies, where he specialized in assessing and restoring critical infrastructure systems. He is also the founder and President of CALC Engineering LLC, a Florida-based firm known for delivering innovative engineering solutions across residential, commercial, and large-scale infrastructure projects.

At Beach Recovery, Dr. Hajali applies his structural expertise to optimize the Beach Nourishment System (BNS)—ensuring our installations are not only environmentally transformative, but also engineered to withstand the dynamic forces of coastal environments.

His leadership fortifies our mission to reverse erosion, rebuild land, and protect communities, one shoreline at a time.

Environmental Compliance & Taxation

Meet Vic, our Principal Accountant and Certified Public Accountant   (CPA). With degrees in Business Administration and Taxation, Vic  boasts a  wealth of experience. He began his career at a CPA firm,  specializing  in tax and audit services for diverse industries. At Ernst  & Young  (EY), he further honed his expertise in tax, accounting,  consulting,  blockchain, cryptocurrency, and sustainable financial  practices. Vic, a  licensed CPA in New York, now leads our team,  promoting eco-friendly  financial solutions and digital innovations.

Director of Construction Strategy

Licensed Professional Engineer, Former SVP at Skanska USA

Anthony T. Rowan Jr. brings over 30 years of high-level construction leadership to the Beach Recovery team, with a career spanning military engineering, Fortune 500 construction firms, and private consultancy. As Director of Construction Strategy, Tony plays a critical role in guiding the execution of scalable, environmentally conscious shoreline infrastructure projects.

A West Point graduate and licensed Professional Engineer, Tony began his career as a Captain in the U.S. Army Corps of Engineers, where he gained foundational experience in project execution under demanding conditions. He later rose through the ranks of the private sector, serving as Senior Vice President at Skanska USA, one of the largest construction firms in the country, where he helped lead the company from a regional operation to a national powerhouse.

Today, Tony provides planning, permitting, and construction management services through ATR Construction Services, and since 2019 has served as a key consultant to the Beach Recovery Foundation, Inc., applying his vast expertise to climate-resilient coastal infrastructure.

He has also held numerous leadership and advisory roles in industry organizations, including:

• Board of Directors, Construction Managers Association of America
• Chairman, Connecticut Construction Administrator Review Committee
• Board Member, Beacon – Skanska Construction Co. (1997–2003)
• Trustee, Our Lady of Mercy Lauralton Hall (2007–present)

Tony has contributed to key publications in the field, including:
“Quality Performance Measurement: A Blueprint for Success” (Construction Institute) and
“Connecticut Construction Guidelines” (Connecticut Construction Guidelines Coalition).

With a career grounded in discipline, execution, and strategic vision, Tony’s leadership ensures Beach Recovery’s projects are built with precision, purpose, and long-term impact.

Vladlena Cesnokova is a passionate advocate for charity and the  environment. With a deep sense of empathy, she dedicates her life to  helping those in need and promoting sustainability. She actively  volunteers and supports causes like poverty alleviation and education.  Her commitment to the environment shines through her sustainable  initiatives. Vladlena's unwavering dedication and expertise inspire  positive change.

Jeniya Penrod, an environmentally conscious professional with expertise  in environmental awareness, event organizing, art curation, and film,  passionately inspires and empowers others to take action for the planet.  Recognized with a prestigious presidential award for her exceptional  charity work, she promotes environmental conservation and sustainable  practices. As an art curator, Jeniya showcases her talent and  collaborates with Gregory on the Beach Recovery project to inspire  audiences and drive positive change through creative expression.

Joe Hendrix, the visionary producer behind "Saving Bú," is a staunch advocate for  environmental conservation and sustainability. With a deep-rooted  commitment to protecting the planet and a seasoned executive with a background in financial markets and technology, specializes in digital media, graphics, and cryptocurrency markets. With a knack for navigating startup landscapes, Joe's expertise uniquely positions him to executive produce the documentation of Beach Recovery and Saving Bú. 

Having studied Mathematics and Economics at Baruch College, Joe embarked on a career trajectory that saw him analyze financial markets and trade at Precision Capital Management. Subsequently, he lent his insights to due diligence and advisement at Dendrytic Capital. Joe's experience in real estate development and private equity investment led him from Silicon Valley to New York, where he indulges his passion for sailing. A cognac connoisseur and regular host on Chirp About It Radio, Joe Hendrix finds solace and inspiration on the open seas.
